We observed between 17:32 UTC and 18:28 UTC that AS 52925 via AS 16735 announced 38.0.0.0/8. For us this was observed on the Equinix IX in Ashburn, VA. This may or may not be related to other issues, but a route hijack is certainly problematic for networks that do not validate. We switched to failover on FiOS and it is working fine. See this on the Cogent Network Board: Cogent is currently investigating a routing issue that is impacting traffic transiting the North America network. The ticket for this is HD303946735.
