Google rate limit ICMP – a similar problem came up recently on the London Internet Exchange (LINX). It’s probable that if you are seeing packet loss solely on ICMP that you’re hitting a rate limit somewhere. I suggest trying a TCP or UDP mtr to see if the problem is more than ICMP. i dont think the issue is google because from other connection(verizon fios etc) it works, with the same retes etc and when i ping TW Default Gateways from our clients, i also have packet loss so it appears to us, the issue is with Time Warner (surprised ?) The same discussion was had on the LINX mailing list when people stated that packet loss only occurred on LINX and not on a transit provider. Google piped in and said that rate limiting applies on various parts of their network. The route that your lossy traffic is taking is almost certainly different to the route your non-lossy traffic is taking. Try a UDP MTR to port 53 on 8.8.8.8 – this will prove the problem either way. We are experiencing the same issues here in Maine via Time Warner Cable, anywhere from 20% to 80% loss, started at 6:00AM EST. We use google's DNS as part of our monitoring to determine our internet connection status.
