Verizon Trunking to Neutral Tandem in Central NY

Customers (and us) are receiving intercept recordings when calling some 315-266 numbers. Either "All circuits are busy" or "This is channel 47-4." Anyone have an idea as to what is going on here? Verizon told us it's a problem between them and the neutral tandem, closed our ticket since the Verizon tandem to us is good, and told us to just make a new ticket in the AM if it's still happening. Getting any information out of them was difficult at best.
