From what I understood via Google Translate the cable broke on March 27th. This is the same cable that broke many times in the past causing internet issues in Asia. The timeframe coincides with few of us in Thailand noticing slow internet when accessing Japanese/US hosts. At first look ping/traceroute doesnt show higher latency.
Anyone have any additional info? -Sajal

There are 2 faults. One on S6 and one on S4, with estimated repairs completed on April 4 and April 8, respectively.
