[outages] Motorola encoders also affected by leap second

Some of the Motorola encoders (SE-4xxx/5xxx/6xxx, NE-4xxx) that feed our IP TV system had a few channels go black at the time of the leap second. Moto anticipated this event as they had a longish write-up that mentioned testing. Their recommendations were to either ignore it and have a 50% change of enduring a 20-second outage or stop ntp before the leap event and then start it again thereafter. It appears that those who manage the encoders chose the first option, but not all encoders made it through as Moto predicted. Those that stayed black needed to rebooted and some had to be re-programmed. Frank
