Looks like FairPoint NNE (serving ME, NH, and VT) is having trouble again with their peering with Cogent. I see significant packet loss between Cogent and FairPoint. This is a repeat of the event on July 3rd.
FairPoint has been notified by a couple of their customers (not sure how they handle these kinds of tickets internally).
